As Texas Commissioner of Workers' Compensation at the Texas Department of Insurance, he led an agency of more than 600 employees with a biennial budget exceeding $100 million. He is a three-time gubernatorial appointee, trusted with public office by Governors Rick Perry and Greg Abbott. Earlier, he advised Governor Perry on insurance, public health, tort reform, and business regulation.
A practicing attorney with a background in commercial and insurance litigation, Ryan serves as counsel to Glast, Phillips & Murray and has authored the Texas Bar Journal's insurance-law legislative recap across four consecutive sessions. His work has been published or cited in more than a dozen periodicals, including the Wall Street Journal, the Dallas Morning News, and the Houston Chronicle. He holds a B.A. and M.B.A. from Southern Methodist University and a J.D. from the University of Oklahoma.
Beth joins the firm from the regulator's chair. A state commissioner with more than a decade inside state government, she has spent her career on the deciding side of the questions clients bring to a lobby shop.
Her regulatory tenure spans insurance and workers' compensation policy, where she built a national network across state regulators, industry associations, and the organizations that set standards across jurisdictions. That reach matters for clients whose issues do not stop at the Texas border — multistate employers, carriers, and associations that need someone who knows how the same question is being answered in a dozen capitols at once.
At Brannan Capitol Partners, Beth is deployed on insurance, workers' compensation, and regulated-industry engagements, with a particular focus on agency work and rulemaking — the phase that begins after a bill passes, and where most of a client's real exposure lives.
Christine brings two decades across law, government affairs, and corporate strategy — an unusually deep resume for a role most firms fill with a bookkeeper.
She has served as a director of government affairs for Fortune 500 healthcare companies, directing advocacy on patient access, pharmacy policy, drug pricing, and provider reimbursement before legislatures, regulatory agencies, and governors' offices across the western United States. Before moving in-house, she practiced political and campaign finance law — advising candidates, committees, corporations, and nonprofits on election law, lobbying compliance, and government ethics, and representing clients in enforcement proceedings.
At the firm, Christine oversees financial operations, business administration, and compliance — and advises on government affairs engagements where her healthcare and western-states advocacy experience adds leverage. Her background means the firm's ethics filings, disclosure obligations, and contribution questions are handled by someone who has practiced in that area rather than outsourced to someone who hasn't.
